‘अ’धर्मसंसदेत द्वेषपूर्ण भाषणांना कोणाचे अभय?

हरिद्वारच्या कथित ‘धर्मसंसद’मध्ये केलेल्या वादग्रस्त विधानांमुळे हा मुद्दा दिवसेंदिवस गंभीर होत चालला आहे. या घटनेसंदर्भात रविवार, 26 डिसेंबर रोजी सर्वोच्च न्यायालयाच्या 76 वकिलांनी भारताचे सरन्यायाधीश एन.व्ही. रमणा यांना पत्र लिहिले आहे.

या द्वेषपूर्ण भाषणांचे सु-मोटो दखल घेण्याची विनंती या पत्रात सर्वोच्च न्यायालयाला करण्यात आली आहे. त्याचबरोबर धार्मिक नेत्यांनी नरसंहाराची हाक देशासाठी ‘गंभीर धोका’ असल्याचे म्हटले आहे.

‘धर्म संसद’मध्ये केलेल्या वादग्रस्त चिथावणीखोर विधानांवरून नागरी समाजासह डाव्या पक्षांनीही सोमवारी 27 डिसेंबर रोजी दिल्लीतील उत्तराखंड भवनात निदर्शने केली. या निदर्शनात नरसंहाराची मागणी करणाऱ्या तथाकथित संतांना त्वरित अटक करण्याची आणि अशा द्वेषपूर्ण परिषदांच्या आयोजनावर बंदी घालण्याची मागणी करण्यात आली. उत्तरप्रदेशची राजधानी लखनौसह पाटणासारख्या शहरांमध्येही हा निषेध दिसून आला.

दुसरीकडे या वर्षी ख्रिसमसच्या दिवशी जिंगल बेल्सइतकेच विडंबन कदाचित मोठ्याने वाजले. ख्रिस्ती उत्सव साजरा करताना भारताचे पंतप्रधान नरेंद्र मोदी यांनी सर्व धर्मांतील लोकांमध्ये सुसंवाद साधण्याचे आवाहन करताना येशू ख्रिस्ताच्या शिकवणुकींची आठवण करून दिली.

मात्र मोदींच्या भारतीय जनता पक्षाचे समर्थन लाभलेल्या उजव्या विचारसरणीच्या हिंदू धर्मांधांच्या जमावाने त्याच दिवशी भीती आणि कलह पसरविण्यात कोणतीही कसर सोडली नाही. मोदी पंतप्रधान म्हणून अशा प्रकराचे विधाने नेमकी कोणाला उद्देशून करतात, हेच कळत नाही. कारण त्याचवेळी उत्तरेकडील आग्रा शहरापासून देशाच्या दक्षिणेकडील मंड्यापर्यंत ख्रिसमसच्या उत्सवात व्यत्यय आणण्यासाठी आणि दहशत माजवण्यासाठी हिंदू कट्टरपंथींच्या झुंडी रस्त्यावर उतरल्याचे दिसून आले.

अशा उन्मादी झंपंडीनी चर्चमध्ये आणि प्रार्थना हॉलमध्ये घुसले आणि गोंगाट करून त्यांनी ख्रिस्ती उपासकांना रोखले. काही ठिकाणी त्यांनी पाद्रींवर आणि प्रार्थना करण्यासाठी आलेल्या लोकांवर हल्ला केला. शहरा-शहरात त्यांनी सांताक्लॉजच्या विरोधात घोषणा देत निदर्शने केली. जगभरातील मुलांवर भेटवस्तूंचा वर्षाव करण्यासाठी ओळखल्या जाणाऱ्या लांब दाढीवाल्या पात्राचा पुतळा पेटवून दिल्यानंतरच ते तेथून पसार झाले.

त्या दिवशी भारतभर प्रदर्शित करण्यात आलेल्या द्वेषाला धक्का बसला होता, पण तो पूर्णपणे आश्चर्यकारक नव्हता. मोदींच्या भाजपचा हिंदू बहुसंख्याकवादावर विश्वास आहे आणि त्यांना भारताचे रूपांतर अशा राष्ट्रात करायचे आहे जिथे हिंदूंना इतर धर्मांच्या लोकांपेक्षा प्राधान्य असेल.

सत्ताधारी भाजपचा वैचारिक मातृसंस्था मानल्या जाणाऱ्या राष्ट्रीय स्वयंसेवक संघाशी सलंग्नित विविध संघटनांमधून आलेल्या कार्यकर्त्यांसह पक्षाचे मित्रपक्ष आणि सहकारीही निर्लज्ज आणि धाडसी बनले आहेत.

हिंदू सनातनींना प्रोत्साहन देणे हे मोदींसह भाजप नेत्यांची दुटप्पी भाषा आहे. प्रतिमा निर्मितीसाठी ते लोकशाहीपुरक वक्तव्ये (जुमलेबाजी) करतात आणि वेळोवेळी सांस्कृतिक अस्मिता आणि धार्मिक सलोख्याच्या गरजेवर भर देतात. जागतिक स्तरावर त्यांची उंची उजळवणाऱ्या या भूमिकेबरोबरच पक्षाचे उच्चपदस्थ धार्मिक नेतृत्वाला देशभरात मुक्त हिंसा करण्यास मूक संमत्ती देतात.

पुढील वर्षी अनेक राज्यांमध्ये महत्त्वपूर्ण राज्य निवडणुका होणार आहेत आणि नेहमीच अस्तित्वात असलेल्या धार्मिक दोषरेषांचा गैरफायदा घेऊन आणि मतदारांचे आणखी ध्रुवीकरण करून निवडणुकीत लाभ मिळण्याची भाजपला आशा आहे. हे उद्दिष्ट इतके स्पष्ट असल्यामुळे हिंदू वर्चस्ववादी संघटना अतिउत्साही आहेत. परिणामी भारत धार्मिक ठगबाजीने आणि कट्टरतेच्या घटनांनी व्यापलेला आहे.

इतर धर्मींयांचे शुद्धीकरण

उत्तराखंड राज्यातील हरिद्वार या शहरात अनेक हिंदू संघटना एकत्र आल्या, जिथे वक्ता – सर्व जण भगवी वस्त्रे परिधान करून आणि भिक्षू असल्याचा दावा करत होते – इतर अल्पसंख्याकांविरूद्ध विष ओकत होते.

एकाने हिंदूंना त्यांच्या श्रद्धेचे रक्षण करण्यासाठी शस्त्रे हाती घेण्याचे आवाहन केले, तर दुसऱ्याने म्यानमार शैलीतील इतर धर्मांचे शुद्धीकरण करण्याचा युक्तिवाद केला. त्यांच्या मते रोहिंग्यांचा हिंसक छळ हा अनुकरण करण्यासारखा आहे.

हरिद्वारमध्ये वाचाळवीरांकडून प्रसवला जात असलेला द्वेष इतरत्रही प्रतिध्वनीत होताना दिसत आहे. राजधानी दिल्लीत झालेल्या आणखी एका बैठकीत गरळ ओकण्यासाठी प्रसिद्ध असलेल्या ‘सुदर्शन’ टीवीच्या कुख्यात संपादकाने सहभागींना त्यांच्या धर्मश्रद्धेचे रक्षण करण्यासाठी, देशातील अल्पसंख्याकांना ठार मारण्याची तयारी करण्याची शपथ दिली. अशा विषारी भाषणांमुळे प्रोत्साहित होऊन अनेक जण आधीच ख्रिश्चन आणि मुस्लिम या दोन्ही अल्पसंख्याकांवर आणि त्यांच्या उपासनास्थळांवर हल्ले करत आहेत.

एका अंदाजानुसार, चालू वर्षी जानेवारी ते सप्टेंबर दरम्यान देशभरात सुमारे 300 चर्च आणि तितक्याच मस्जिदींना लक्ष्य करण्यात आले आहे. हिंदूंनी पवित्र मानली जाणारी गाय ध्रुवीकरण करणारा प्राणी बनली आहे. 2019च्या ‘ह्यूमन राइट्स वॉच’च्या अहवालानुसार गोतस्करी किंवा गोमांस बाळगल्याबद्दल गोरक्षकांनी देशात सुमारे 44 लोकांना ठार मारले आहे.

चुकीच्या समजुतींमुळे डागाळलेली अशी बिनडोक हिंसा ही अलीकडील घटना आहे असे नाही. त्यांनी शेकडो लोकांना ठार मारले होते. उदाहरणार्थ, 1980च्या दशकात पूर्वेतील पश्चिम बंगाल राज्यात अनेक कारणांमुळे ख्रिश्चनांवरही वेळोवेळी हल्ला करण्यात आला होता.

तक्रार नोंदवण्यास टाळाटाळ

हरिद्वारमध्ये केलेल्या द्वेषपूर्ण भाषणांविरुद्ध तक्रार नोंदविण्यासाठी पोलिसांना चार दिवस लागले. पण आजपर्यंत कोणालाही अटक करण्यात आलेली नाही. आणि जेव्हा इंदूर शहरातील काही धर्मांधांनी हिंदूबहुल वस्तीत व्यवसाय करण्याचे धाडस केल्याबद्दल एका मुस्लिम बांगडी विक्रेत्यावर हल्ला केला, तेव्हा पीडित व्यक्तीवरच उलट गुन्हा नोंदवला गेला. हल्लेखोरांच्या तक्रारीनंतर पीडितावर मुलीचा विनयभंग केल्याच्या कथित आरोपामुळे अनेक महिने तुरुंगात घालावे लागले.

सरकारी ‘आश्रया’चा हा नमुना अल्पसंख्याकांसाठी नियमितपणे परिणामांसह खेळत आहे. ज्या ख्रिस्ती धर्मगुरुवर हल्ला करण्यात आला होता, त्याला शांतता भंग करण्यापासून ते धार्मिक धर्मांतरांना प्रोत्साहन देण्यापर्यंतच्या अनेक आरोपाखाली अटक करण्यात आली होती.

दिल्लीला लागून असलेल्या गुरुग्राममध्ये हिंदू धर्मांधांच्या जमावाने मुस्लिम बांधवांच्या शुक्रवारच्या प्रार्थनेला विस्कळीत केले. किंबहुना हरियाणाच्या मुख्यमंत्र्यांनी सार्वजनिक ठिकाणच्या प्रार्थनांवर बंदी घालण्यात येईल असे सांगून व्यत्यय आणणाऱ्यांची पाठराखण केली.

हिंदू धर्ममार्तंडांना असे वाटते की ते अशा देशावर आपला विश्वास ठेवत आहेत जिथे हिंदू लोकसंख्येच्या 80 टक्के आहेत. मात्र धर्मांधांसाठी हे केवळ गैरसोयीची गोष्ट आहे ज्याकडे ते दुर्लक्ष करू शकतात, कारण ते भारताला जमावशाहीच्या मार्गावर नेतात.

उत्तराखंड येथील तथाकथित धर्मसंसदेत सहभागी झालेले लोक प्रथमच अशी घाणेरडी वक्तव्ये करीत आहेत असे नाही. ते गेल्या अनेक वर्षांपासून हेच करत आहेत. परंतु गेल्या सात वर्षांत म्हणजे 2014 मधील कथित ‘स्वातंत्र्या’नंतर, मुस्लिमांविरुद्ध चिथावणीखोर आणि असभ्य भाषा वापरताना ते खरोखर त्यांच्या अभिव्यक्तिस्वातंत्र्याचा आनंद घेत आहेत.

धर्मसंसद हा ब्राह्मणेतर, विशेषत: बहुजन समाजावर नियंत्रण ठेवण्यासाठीच्या अजेंडाचा एक भाग आहे. अशा प्रकारच्या धर्मसोहळ्यांचा माध्यमांचे लक्ष वेधण्याचा एक हताश प्रयत्न आहे, कारण त्यांना हे चांगले माहीत आहे की ‘नकारात्मक’ प्रसिद्धीदेखील त्यांच्यासाठी एक मोठी प्रसिद्धी आहे.

विभाजनकारी अजेंड्याला पाठबळ

सत्ताधारी पक्ष आणि त्याच्या विचारांशी निष्ठा दाखवत तथाकथित धर्मसंसदमध्ये त्यांनी कसेही बरळले तरी त्यांना काहीही होणार नाही याची त्यांना खात्री आहे. मुस्लिम आणि अल्पसंख्याकांविरुद्ध जोरदार टीका करणे हा त्यांच्यात एक गुण आले. ते भारताच्या राज्यघटनेचा आदर करत नाहीत, स्वीकारत नाहीत आणि त्याची पर्वाही करत नाहीत, कारण त्यांना माहीत आहे की त्यांना प्रशासकीय अधिकाऱ्यांचे आशिर्वाद आहेत.

उत्तर प्रदेशात मतदान होणार असल्याच्या पार्श्वभूमीवर ही ‘अ’धर्मसंसद आयोजित करण्यात आली होती. सत्ताधारी पक्षाला हिंदू-मुस्लिम अजेंड्यावर परतण्याची इच्छा आहे. ते त्यापासून कधीही दूर गेले नाहीत, परंतु त्यांनी विकासाच्या गुजरात मॉडेलबद्दलची सर्व बनावट चर्चा नक्कीच दूर केली आहे, जी विसरली गेली आहे असे दिसते.

उत्तर प्रदेशात आता जे आहे ते म्हणजे विभाजनकारी अजेंड्याला प्रोत्साहन देण्यासाठी धमकावणे आणि राज्यसत्तेचा गैरवापर करणे हे हिंदुत्वाचे मॉडेल आहे. हिंदुत्व केवळ मुस्लिमविरोधी खेळपट्टीपुरते मर्यादित नाही. प्रबळ सवर्ण जाती आणि बनिया यांना सत्ता उपभोगत राहावे यासाठी त्यांना अशा खेळपट्टीची गरज आहे, हे त्याच्या मतदारांना ठाऊक आहे.

अशाच लोकांची पंतप्रधान कार्यालयात सर्वाधिक वर्णी आहे. त्यांची मंत्रालये, नोकरशाही, प्रसारमाध्यमे, न्यायव्यवस्था आणि शैक्षणिक संस्थांमध्येही सवर्णांची बेसुमार उपस्थिती आहे. हिंदुत्वाच्या कक्षेत असंख्य जातीगट आणि महत्त्वाकांक्षी नेते उच्च पदांसाठी लढत आहेत.

अलाहाबादमधील जीबी पंत इन्स्टिट्यूटमध्ये नुकत्याच झालेल्या भरतीदरम्यान ओबीसी समुदायांकडून ‘योग्य उमेदवार सापडले नाहीत’ या बहाण्याने एकही भरती झाली नाही, ही वस्तुस्थिती आहे.

फार पूर्वी स्वामी विवेकानंद म्हणाले होते की, मजबूत भारतासाठी आपल्याला वेदांतिक मेंदू आणि इस्लामी संस्था या दोन महान संस्कृतींचा संगम आवश्यक आहे. मात्र, आज विवेकानंदांची शपथ घेणाऱ्यांना हे माहीत आहे की, बहुजनांच्या शरीराशिवाय प्रबळ जाती सत्तेला धरून राहू शकत नाहीत.

त्यांचा मुस्लिमविरोधी प्रचार थेट लक्ष्य असतानाही मुस्लिमांविरुद्ध तितकासा नाही, तर जीवनाच्या सर्व क्षेत्रांत आपला वाटा आणि प्रतिनिधित्व शोधत असलेल्या बहुजन जनतेवर ‘नियंत्रण’ ठेवण्याच्या उद्देशाने आहे. सप्टेंबर-ऑक्टोबर 1990मध्ये सोमनाथ ते अयोध्या या काळात लालकृष्ण अडवाणी यांनी सुरू केलेल्या राममंदिर यात्रेचा उद्देश मंडल आयोगाच्या अहवालाच्या परिणामाचा प्रतिकार करणे हा होता, ज्याच्या शिफारशी तत्कालीन पंतप्रधान व्हीपी सिंग यांनी संसदेत स्वीकारल्या होत्या.

दलितांविरोधात बहिष्कारअस्त्र

उत्तराखंडमधील चंपावट जिल्ह्यात शालेय मुलांसाठी मध्यान्ह भोजन तयार करणाऱ्या भोजनमाता या स्वयंपाकीवर बहिष्कार घालण्याची बातमी प्रसारमाध्यमांमध्ये प्रसिद्ध झाली, कारण ती दलित होती. आतापर्यंत आपण जातिव्यवस्था आणि अस्पृश्यतेच्या विरोधात कोणताही निषेध किंवा मोहीम ऐकली नाही. त्यांना याबद्दल बोलायलाही आवडणार नाही. किंबहुना जे जातिव्यवस्थेच्या आणि अस्पृश्यतेच्या विरोधात काम करतात त्यांना त्यांचा तिरस्कार वाटतो, कारण ते मूलत: मनुवादी आहेत.

ते भारताला देवभूमी म्हणतात, परंतु दलितांना मंदिरात प्रवेश दिला जात नाही किंवा दलित मुले प्रबळ जातीच्या मुलांबरोबर बसू शकत नाहीत अशा घटनांचा निषेध करण्यास नकार देतात. मनुस्मृतीतून मिळणाऱ्या वर्णाश्रम धर्माचा पर्दाफाश करणाऱ्या मुद्द्यांवर डोळे आणि तोंड बंद ठेवणारे ते कोणत्या प्रकारचे धार्मिक दूत आहेत?

यापैकी बहुतेक जण अस्पृश्यतेच्या चुकीच्या प्रथांविरूद्ध कधीही बोलले नाहीत. त्याऐवजी त्यांनी जातिव्यवस्थेला अत्यंत वैज्ञानिक म्हणून न्याय्य केले आहे. असा दावा केला आहे की ती खरोखर ‘जन्माधारित’ नाही तर व्यक्तिमत्त्व आणि गुणवत्तेवर आधारित आहे.

उत्तराखंडची राजधानी डेहराडूनला लागून असलेल्या जौनसार प्रदेशात दलितांना अजूनही तीव्र भेदभावाचा सामना करावा लागतो आणि तरीही असामाजिक तत्त्वांचा कायद्यापासून बचाव होतो. कारण संपूर्ण प्रदेशाला अनुसूचित जमाती (एसटी) क्षेत्र म्हणून ‘वर्गीकृत’ केले गेले आहे, परिणामी अनुसूचित जाती-एसटी अत्याचार प्रतिबंधक कायदा रद्द करण्यात आला आहे.

येथे आजही दलित खेड्यांमध्ये कमी पगारावर रोजंदार आहेत, ज्यांची सेवा इतर पारंपरिक आणि धार्मिक कार्यांमध्ये, विवाहांमध्ये घेतली जाते. त्यांच्याशिवाय कोणतेही काम पूर्ण होत नाही, तरीही त्यांना बहिष्कृत केले जाते आणि कमी पगार दिला जातो.

स्वतंत्र उत्तराखंडच्या चळवळीत ते अनेक महिने आघाडीवर होते, प्रचंड गर्दीसमोर ढोल वाजवत होते, तरीही त्यांना निवृत्तीवेतन मिळण्याकरिता ‘राज्य आंदोलक’ म्हणून मान्यता देण्यात आलेली नाही.

‘अ’धार्मिक मेळावा प्रत्यक्षात उत्तर प्रदेशला उद्देशून होता, जिथे दलित-ओबीसी-अल्पसंख्याक आपली ओळख पटवून देत आहेत आणि राजकीय क्षेत्रात त्यांची जागा शोधत आहेत.

उत्तर प्रदेश आणि बिहारमधील बहुजन ओळखीला खऱ्या अर्थाने समर्पित सरकार ‘भारतीय संस्कृती’च्या नावाखाली अल्पसंख्याकांविरुद्ध जातींचे वर्चस्व टिकवून ठेवण्याचा प्रयत्न करणाऱ्यांसाठी एक आपत्ती ठरू शकते. आपण निरंतर अलोकशाही समाज बनत आहोत, असे म्हटले तरी राजकीय लोकशाहीची मुळे भारतात अजूनही मजबूत आहेत. बाबासाहेब आंबेडकर यांनी सामाजिक लोकशाहीशिवाय आपली राजकीय लोकशाही संकटात सापडेल, अशी सूचना केली होती, हे विसरून चालणार नाही.

धर्मांध नेतृत्व, असामाजिक तत्त्वे आणि काही राजकीय पक्षांमधील वाचाळवीर आता एखाद्या विशिष्ट समाजाशी द्वेष पसरविण्यास उत्सुक आहेत आणि म्हणूनच सामाजिक, सामुदायिक, राजकीय क्षेत्रात बदनामीची प्रकरणे वाढत आहेत.

खरे तर कायदे हा केवळ द्वेषपूर्ण भाषण रोखू शकणारा घटक नाही, तर व्यवस्थेचा शिष्टाचार आहे आणि म्हणूनच द्वेषपूर्ण भाषणाचे साधन वापरणाऱ्या लोकांची मनोवृत्ती मानवतेच्या दृष्टिकोनातून बदलण्याची आवश्यकता आहे, तेव्हाच आपल्या देशाची सांस्कृतिक ओळख अबाधित राहील.
